PARAPHRASE :

Behold a Church (woman) which for a long time (12 years) had people in it who were willfully sinning (issue of blood) against the Lord. During this time the people in the Church (woman) had relied upon their Ministers (Physicians) to cure them of their sin problem (issue of blood), but they couldn’t do it ! Finally, the people in the Church (woman) were willing to admit their sinfulness (came behind Him) and individually went to Jesus for help ! They began to reach out (touch) to Him by faith and He gave them His Righteousness (His garment), and Miraculous Power (virtue) to enable them to be like him and to keep His Law (Hem of garment). When people in the Church (woman) began to really be like Jesus, the world began to notice (not hid) and the Church (woman) began to witness to the people of the world (declare before the people) she told them how she had been unable to cure her sin problem until she went to Jesus for help, and how He had given her His Righteousness (garment) by faith and Miraculous Power (virtue) to keep His Law (hem of garment). She told how she had struggled for years, but Jesus had cured her immediately and had given her PEACE !! Now that the Church (woman) was cured and had a relationship with Jesus (husband) she began to convert people (have children).
